If they don't know what they want to use it for and are asking for the image, it sounds like they're trying to buy out unlimited usage for $650.

Sounds like a scam/sham to me...every photographer that I know with shots in a multitude of agencies have never gotten paid a one time fee for their shot or ever got paid up front. They supply their shot and their shot is available on the stock co. catalogue, etc...and as the shot sells the photographer gets money.

First of all, this isn't "stock" usage, it's a license for some specific usage, probably a greeting card.
