like bob nova said you want the highest compression you can saftely have. if i was in your sitiuation, and only wanted to boost 8psi i'd stay with the stock internals, obd1 conversion and either hondata or crome, if you get the hondata definatly go with the s300 w/ boost control. the h22a4 can handle 8psi no probblem with a good tune. but if your going to be building the engine i'd wait a little while and do some more reasearch as to what your goals are. cause with a build you can shoot higher then 8psi. in my opinon lowering you compression for 8psi with the h22 would just be trowing away some of your low end, off boost torque, and if this is your daily driver you'll miss it.
