The answer is a combination of lack of supply AND lack of demand. Let me explain. When a manga or anime series spans multiple volumes, there's a noticeable sales decline with every new volume that gets released.

Is there a manga shortage?
because of covid affecting the production and printing. this year more people have been getting into anime and manga (which awesome) but the downside is that means that since more people are buying manga, manga can go out of stock easier since there is more demand.
Should you buy manga now or wait?
depending on the manga I know there is a lot of series that have volumes out of stock from the publisher. theres also the fact that manga has gotten a lot popular and its harder to keep in stock. I've also encountered older series have odd volumes out of print, so finding them is harder, thus people reselling them for a higher price.
