So I just picked up a Remmy 700 in a Magpul Hunter stock. It currently has a Harris bipod on it attached via an M-Lok rail. While this is fine for the range, there are dimples on the foregrip and rear of the stock intended to attach swivel studs.

The "special" drill bit you refer to is a "step bit" that makes a counterbore for the stud to sit into. Normally used on wood stocks, more for looks than function.
