If we set Clover not to auto-decrement the stock, should a third party app that tracks stock be updating the stock back to Clover ? What would be a best practice.

There are many ways to implement, you can have an app in Clover listening to the events or you can have it updated on your services automatically by the use of webhooks.

I lost my job because of the pandemic and had a difficult time looking for a new one because of the current situation. But it also opened doors for me, so my sister and I decided to open an online business selling clothes for pets.
